Can receive welfare, while collecting unemployment?

I was recently terminated with my employer and have just started to receive unemployment that is very minimum. Can I receive welfare? Temporary Cash istants (TAC) from my understanding is for Low Income Families (which we are in my opinion), however I was informed by DCF that I don't qualify because I have some money coming in?? What a contradiction I thought. Will they give me welfare?
