Should I take this house/?

We need to move house, the council house we have been shown is a dump, small and dingy, I hate it and I hate the neighbours, but need to be in this area for work and I don't want to move the kids from their school and everyone they know. I just know it would be a mistake taking it, but we need to leave the house we are in by 30 Sept, we may not get a chance of another in the same area, do I take it or risk moving away altogether?
