Is fwd or rwd better in a tuner/basic performance car and what models would work.?

I need a cool car that I can tune up and race legally with. it needs to be under 15k and be a sweet ride. Im not the coolest kid at my school and having some sweet wheels would really boost my standing. But I need some ideas on rwd or fwd and which one is better. Thanks!
